Out-of-state special interest groups are attacking Utah’s workers. HB 429 makes it harder for workers to earn promotions based on merit. Instead of advancing based on their own hard work, state employees would earn promotions based on the whims of their superiors.

This legislation makes it harder to retain quality employees by removing employee protections that take politics out of civil service positions, while driving up salary costs to fill the vacancies it creates.
